The re-issued document
Many authorities publish an amended regulation as a complete new document rather than as a list of amendments. Anyone who has to comply with it now has to find the amendments themselves, usually by reading the whole thing next to the old one.
Comparison as the first step
Upload the previous version and the new one. The change list is the amendment list: each changed provision with its page number and the old and new text. Numbering changes caused by an inserted section are reported as what they are, and moved sections are reported as moves.
